The book you are interested in is from the 'Rainbow' series of 
documents.

The book listing C2 security requirements is called the 'Orange' book
and titled 'department of Defense (Dod) Trusted Computer System
Evaluation Criteris (TCSEC): DoD-5200.28-STD, GPO: 008-000-00461-7,
Dated 12/26/85.

My personal recommendation is save your money on the Orange Book and
go buy yourself a copy of Deborah Russell's book from O'Reilly.
