I thought so. Legal authority, in the sense of going to gaol, no. But the only person who can add the name "pleasure.com" to the .com domain of the DNS is the "owner" of the .com domain (or, perhaps more pedantically, anyone who has write permission on the file used to prime the cache of the primary .com server....). This is the NIC. So you could advertise yourself (in mail or news headers or business cards or whatever) as anything you like, but unless the person running the .com adds this entry, name lookups from the rest of the internet will fail and no-one else will be able to use that name to reach you. This is inherent in the top-down nature of the DNS tree. So the NIC (or its delegated sub-authorities) is the ONLY official registry that counts, unless you can convince the whole world to ignore them and use some other parallel DNS hierarchy (fat chance).
