SCI.VIRTUAL-WORLDS.APPS
 -----------------------

This is a Request for a Discussion of a proposed newsgroup,

                    sci.virtual-worlds.apps

as a place to announce and discuss pending and actual applications of
virtual worlds technology in industrial, commercial, educational, and
entertainment settings.

Calling for the creation of this newsgroup are the founders and
current moderators of sci.virtual-worlds, Bob Jacobson and Mark De
Loura.

For over 18 months we have presided over the increasingly complex and
useful dialogues that have taken place on sci.v-w. It's our opinion
that the conversations there are now varied enough to merit the
spinning off of a second newsgroup dedicated to actual applications of
the technology. Surveys indicate we have a readership equalling
nearly two percent of the total USENET subscribership, or over
100,000 readers, a very diverse crowd.

In the past, mailing lists have formed to handle such specific topics
as software requirements for headsets and gloves, but we foresee a
larger need: the chance to publicly announce and discuss applications
of virtual worlds technology. We need this to answer the challenge
issued by Warren Robinett, one of our field's leading designers,
advanced at the ICAT 92 conference in Tokyo, to "show me one good
application." We need this to kickstart our industry.

The HIT Lab will continue to sponsor sci.virtual-worlds. It's our
belief that sci.virtual-worlds should continue on as a general forum
for our community, perhaps one more focused on cutting edge research
and philosophical issues. These are still very important. This will
be up to the new moderators and ongoing participants, of course.

sci.virtual-worlds.apps will be a place to take these discussions one
step farther, into the domain of serious applications.

We will have a two-week open period of debate and comment on this
proposal, in sci.virtual-worlds and other relevant newsgroups, on the
WELL, and in the traditional forum of news.announce.newgroups. Then
we will call for a formal vote. If there is a net positive vote of
100 participants, we will create sci.virtual-worlds.apps and announce
its formation to you. We propose to create archives appropriate to
the the discussion of applications and to work with the moderators of
sci.virtual-worlds to faciliate a continuing interexchange between
these sibling newsgroups.

Thank you for considering this proposal. We believe it is necessary
for a newsgroup to exist in which to advance the state of our art
through the discussion of applications and their economic, commercial,
and social implications. We welcome your comments and support.

Here is a Fax I received from Prof Victor Gorelik, Computer Science Department,
Russian Academy of Sciences, Moscow, describing their capabilities.

They are looking for contract work with Western organizations. Mainly in the
area of transitioning military technologies to civilian and commercial use.

If you know of anyone else who might be interested in this, please pass it on.
If you know of any opportunity for East/West cooperation with these people, you
are free to contact them directly or to contact me. I would appreciate being
kept in the loop with any contacts made with Prof Gorelik and his group.

Dear Dr. Downes-Martin

I am pleased to have a message from you and to continue our contacts. Your
information about possible contracts with the West is very interesting to us.

Our activity in this field may be led in two directions. The first, connected
with the Computing Center, is scientific work (mathematical models, methods of
optimization and simulation, decision support systems and software).

Here is the information about our department.

Leading members of the staff:

l. Yury Pavlovsky - head of department "Simulation Systems", Associate Member
of the Academy of Sciences of Russia, Professor of Moscow Physical-Technical
Institute.
Areas of expertise:
a) Theory of decomposition of mathematical objects (Pavlovsky Yu. N., "The
Problem of Decomposition in Mathematical Modeling", Mathematical Modeling, vol.
3, num. 6, 1991, pp. 93-l22).
b) Developing mathematical models of complicated processes (Grigorov Yu. N.,
Danilov P. V., Pavlovsky Yu. N., "The Problems of Applying Mathematical Models
to National Economy (An Example of Modeling the Ages Distribution of Engines)",
Mathematical Modeling. Vol. 3, num. 4, 1991, pp. 57-66).
c) System analysis of complicated problems (Pavlovsky Yu. N., "Ecological
Monitoring as an Integral Part of Industrial Processes", Herald of the USSR
Academy of Sciences, Official English translation in Vestnic. Vol. 6l, num. 2,
1991, pp. 115-120, Pleiades Publishing).

2. Victor Gorelik, PhD, Leading Research Scholar, Professor of the University,
Member of the International Society on MCDM.
Areas Of expertise: Operations Research and Game Theory, Mathematical
Programming. Control Theory.
Publications: Game Theory and Operations Research (1978), Game-Theoretical
Models of Decision Making in Economic and Ecological Systems (1982), Operations
Research (1986), Introduction to Informatics and Computers (1986), Analysis of
Conflict Situations in Control Systems (1991), Foundations of Game Theory
(l992)

3. Yury Brodsky, PhD., Vladimir Lebedev, PhD. - senior research scholars. Areas
of expertise: System Software for Simulation Modeling and Applied Simulation
Modeling. They are co-authors of the software package MISS (Multi-lingual
Integrated Simulation Software) awarded first prize at the All-Union
Programmers Contest that was held in Moscow in 1991 by the Japanese Electronic
Corporation ASCII.

There are also 10 problem-oriented programmers.

Available computer resources are: IBM/370, IBM-compatibles AT-286, 386 under MS
D0S with a variety of Borland, JPI, and Microsoft software products.

The desired types of contract work:
 - mathematical modeling of complex systems
 - applied system analysis
 - developing system software (general-purpose and/or problem-oriented) for
simulation modeling
 - lecture courses on control theory, mathematical programming, operations
research, game theory.

The pay per man-hour sought: $2-5.

Level of English spoken & written: Everybody can read technical literature in
English with no problems, and some have almost full control of the language.

The second direction is connected with the joint-stock consulting company
founded by the Computing Center, Moscow Aircraft Institute, International
Scientific and Educational Center "Cosmos", Institute for Strategic
Investigations, Central Scientific and Industrial Association "Conversion". Our
main purpose is to develop the projects of military funds conversion to civil
production and to organize a connected consulting service (foreign technologies
and investments for Russian factories, joint ventures, etc.). We are interested
in finding Western partners for developing and implementing these projects.
There are several possible spheres of activity:

l) information service and communication systems for Russian and foreign firms
interested in organizing production on the base of military funds conversion
(we collaborate with the Institute for Applied Systems - the leader in Russia
in the field of network data base and computer communication).

2) decision support systems for industrial planning and management, software
development, adaptation and distribution

3) Industrial and Commercial activity (supplying raw materials, half-finished
products, etc. )

4) systems of recognition of objects and phenomena of different natures
(technical and medical diagnostics, quality control, etc. )

5) educational and publishing activities (management and software user courses,
training systems, gaming).

Our staff: 10 qualified scientific researchers (systems analysis, mathematical
modeling, operations research, pattern recognition), l5 qualified programmers,
engineers, economists.

Computer resources: IBM/370 - 2, work stations INTEGRAF, UNIX - 2, IBM PC/AT -
15, network hardware and software support (ARC net) . Infrastructure:
accommodations, lecture halls, publishing systems, laser printers, etc.

I am sending this message via fax and e-mail. Please, send your reply also at
first via fax (to me, I am vice-president of the company) and via e-mail (to
Dr. Yury Kondrashov, he is our managing director, by the way he will be
probably in the USA in September and you will be able to discuss the conditions
of the contracts in detail) .

Yours sincerely,

Victor Gorelik
