Try reading README or README.ez in the andrew root.
This lists the setup files:

    /AndrewSetup
    /etc/AndrewSetup
    $(LOCAL_ANDREW_SETUP_ENV)
    /usr/vice/etc/AndrewSetup
    $(DEFAULT_ANDREWDIR_ENV)/etc/AndrewSetup
    /usr/andrew/etc/AndrewSetup
