RCS rlog: bug/feature/misunderstanding?

I'm writing an emacs-lisp function to checkin all checked-out rcs
files in a directory. I naturally want to limit it to only those
files the user has checked out, not somebody else's checked out files.
But, when I do, e.g.

rlog -R -L -lrfinch RCS/*

it gives me all checked out files, as if the -lrfinch had no effect.

Am I doing something wrong? Misreading the rlog man page? I'm using
rcs version 4.3, on SunOS 4.0.3 (4/260).

P.S. Apologies to those who already saw this in comp.unix.questions.--
