Each version of the paper is a draft. Each says on the cover it is known
to be incomplete, incorrect, and inconsistent. A new version is published
about every 4 months. All 700 pages of the document are subject to
corrections and other changes. Each draft contains change bars to show
what has changed from the previous draft, where "change" means anything
that isn't identical.

Substantive changes to a draft occur as the result of committee votes,
summarized in the meeting minutes and in the documents that comprise
the bimonthly mailings. The project editor also has the authority to
make non-substantive changes (fixing typos, making non-normative
examples agree with the normative rules, clarifying wording whose
intent is not in dispute, etc).

I give this background to explain that there isn't a comprehensive list
of changes comparing different versions of the draft. It is an evolving
document, and people who want to track the changes can do so effectively
only by joining the committee and following the mailings and email
discussions.

But you raise a good point. It might be helpful to those outside the
committee to be able to compare the April 1995 draft with the next
public-comment version. I will find out if it is possible for that
version to be published with change bars comparing the April 1995 version.
