The README associated with the April 28, 1995 WP said this:
You will have the opportunity to comment officially on the contents
of
the Working Paper. ...
In any event, you will have at least until some time in July to
comment on this Working Paper and the instructions for doing so will
be available well before then. You will be able to request those
instructions in any of three ways:
1. Read this file again from time to time.
But the file hasn't changed. Has the time for comment come and gone,
or has it not come yet?
