The public comment period for that version of the draft expired at
the end of July 1995. Two additional revisions of the draft have
appeared since then, but not for public consumption. Sometime
this year another version of the draft will be published for public
comment. Details will be announced in this newsgroup, among other
places, when the dates are known. Right now I can't predict when
that will be.
