Proposed when? Until the standard is approved, there is no standard. The HP C++ compiler that comes with HP-UX 10 will not compile the STL, and they developed it (using Borland C++ I understand). I would be very surprised if C++/370 could handle the STL, but I could be wrong. Does it have name spaces?
