Along these lines, I was contacted several months ago to provide my
address so responses to my comments could be mailed to me. These
responses have still not arrived, so I'm beginning to wonder if
they have disappeared. Or is this just the bureaucracy at work
grinding away at a deliberate pace?

: The public comment period for that version of the draft expired at
: the end of July 1995. Two additional revisions of the draft have
: appeared since then, but not for public consumption. Sometime
: this year another version of the draft will be published for public
: comment. Details will be announced in this newsgroup, among other
: places, when the dates are known. Right now I can't predict when
: that will be.
