This is probably pointless as well, but a detailed rationale (which, last
I heard, was not in the plans for C++) could answer these questions as
well. Is there a rationale for why there is no rationale?

speaking for myself,

A fair question. A few people volunteered at different times to work
on a Rationale. None of them remained on the committee to continue the
work. The problem is finding people willing and able to put in the
amount of work required over the long haul. Remember, this is a group
of volunteers.

Even at this late date, volunteers to work on a Rationale, particularly
to head up the project, would be welcome. In the absence of such
volunteers, Stroustrup's "Design & Evolution" provides useful data.

No ... just a lack of volunteers to write it.
