In 4.8.1.1 it says:

	"The parameter paramN is the identifier of the rightmost
	parameter..."

Is this a restriction of standard conforming programs?  On standard
conforming implementations?  Both?  Neither?

Note that some implementations permit:

	#include <stdarg.h>

	va_list ap;

	void foobar (int arg1, ...)
	{
		va_start (ap, any bloddy thing you want!$#^% );
		/* ... */
	}
