There are lots of documents that should be read before the meeting:
defect reports, proposals, etc.  As far as I know, the only way to get
all of the documents is to join the committee.  As for things needing
to be written, that's up to you.

The X3 web page (http://www.x3.org/) has information on joining the
committee under General Information about X3, Membership, X3 Subgroups
Membership Overview and Fee Structure.  Basically, there's a subgroup
membership fee ($300/year), an international program fee (another
$300/year), and a document distribution charge (varies based on the
amount of documentation the committee distributes, I think it's
currently $200/year).  I believe you can request a waiver of some or all
of the first two fees -- check with X3 and/or ANSI if you really want to
participate but just can't afford it.
