The C++ committee has a C compatibility group that addresses this kind of
thing. It is lead by Tom Plum who, for many years was vice chair of X3J11.
Tom is still active on X3J11 and is, in fact, the di-directional liason
between X3J11/WG14 and X3J16/WG21 (ANSI/ISO C++). But NO, there is no higher
authority; the WG committees have been asked (told?) to work things out among
themselves.
