Is the prohibition

7.9.2 Streams
byte input/output functions cannot be applied to a wide-orientated
stream, and wide-character input/output functions cannot be applied
   to a byte- orientated stream.

applied to applications, or is the implementation constrained?

Meaning: Is the implementation allowed to (under the covers) operate
totally in byte-mode, as long as the proper effects are observed by the
application (which should not attempt byte operations on a stream in the
"wide" state or vice versa)?

cheers,
