C Standard Rationale

Hi,

I have the C Standard Rationale (which is told to be very near from
the actual Standard produced by X3J11).
My problem is that the files are numerous, and in TeX format. I have no
idea of an utility to convert from TeX down to a text format.

Can anybody (TeX experts are you here?) make the conversion and send
it to me (or post it anyway)?

Thanks,
-bruno
