I missed the first part of the discussion so please forgive me if my
remark seems out of context, but default sorting will be appplication
dependent.
The existence of two distinct possible sortings is significant, IMO as
well. Of course you will find 'words' in an order in a
Japanese-English or a Japanese dictionary arranged phonetically but
when you look in a Kan-Wa (Chinese character to Japanese) dictionary
they will be arranged by radical, fundemental segments of characters.
Users will care which sorting is used and will need both available
depending on the necessary actions.

Perhaps because Chinese and Japanese differ in that Japanese have
phonetic and semantic characters.
