SGML (ISO 8879) & ODA (ISO 8613)

I am trying to understand how SMGL and ODA can co-exist.
I don't know an awful lot about SGML, but as I see it, SGML is a meta
language for describing a markup language. Also, SGML describes the
structure of a document.
ODA also describes the structure of a document, it also describes much
more.
How can ODA and SGML co-exist, it seems that there is a lot of overlap
between the two standards.

I realize that my questions are probably badly phrased, but if I knew
what to ask, I wouldn't need to ask it!

Is anybody out there using SGML or ODA, heeelllp!

ODA has a standardized architecture. It was designed to be used in an Open
Systems environment. SGML does not have a standardized architecture, but
can describe any desired architecture. This description has to be known
to both parties in an interchange before transfer can take place.
Both ODA and SGML can be used to describe the logical structure of a
document. Only ODA can be used to describe the layout of a document.
The interchange format of ODA is ODIF. It is coded in ASN.1 (X.409), which
is also used in many other Open Systems applications. An ODA document
can alternatively be described in SGML, which is also described in 8613.

The primary area of application of ODA is seen to be the office environment.
For SGML it is the publishing environment. The SGML encoding of ODA is
seen to be a bridge between the two environments. CCITT has a number
of standardized ODA applications, which use ASN.1 ODIF. The CCITT version
of ISO 8613, which is totally compatible, is in the 1988 T.400 series.
