My personal opinion is that it is viewed as a way for Japan to 
"infiltrate" a portion of the US computer market and then take
it over.  It's sort of like the
car market.  They learn from the US on how to do something and
then they out do us in the market place.  I don't think that
the US computer companies want Japan to come up with a better
way to do something and then open the doors for them to get into
the US market (sort of handing the lynchman the rope to hang you).

Of course you could argue that this would "stimulate" the US intellects
to do a better job (as in the auto world).
