Hashing Functions?

I am looking for some software/algorithms to do the following:

1) Given a string (generated at run-time) hash the string into a
   32 bit integer

2) Collision handling for same

Ada is the most desirable, although C would do in a pinch.
References also appreciated. Direct replies are preferred
