A drop of oil at each end of the shaft will certainly help (just peel up the
plastic label to get at the bearing). And you can do that without stripping
the PSU. 

But on really well used RPCs the fan blades will have collected a thick
layer of dust/gunge which makes them run slightly out of balance and so get
noisy. This means taking the fan out of the PSU and cleaning it out with an
old toothbrush or small bottle brush. (Do this in the garden kids, you don't
want to breathe that nasty dust in.;) Clean /and/ oil and it'll run like
new.

BTW, old PCs are a good source of suitable fans. About all they were ever
good for really.
