The original Van Jacobson implementation used outgoing UDP packets, but
of course received back ICMP time-exceeded packets (or various other
reports). It is possible to use (some types of) ICMP for the outgoing as
well, but there are disadvantages to doing this.
For some reason VJ chose to abort the tracing process when a source
quench was received. This seems to have been widely copied (as recent
users of traceroute across the Atlantic will have noted), even though it
doesn't look to me to be especially necessary.
