I would like to use APDF but it won't load some PDF files. The
documentation say's..
"Due to legal issues, this release does not support encrypted
 documents. You can recompile Apdf to support it though.."

Is there someway I can get to use it without recompiling ?

I am using this one

  http://berlin.all.de/~termi/ftp/apdf060.lzx

This will let you view (some) encrypted pdf files.
