Graffiti?

I recently came across some text concerning a "graffiti" display board.
Considering I saw it on April 1st I'm wondering if it's a prank?

If it isn't a prank.. I have a few questions:

It sounds alot like HAM-E or more recently the Video-DAC advertised by
Power Computing.

Q. Will this board feature RTG and/or emulate AGA on ECS amiga's?

If I could get a board like this for $100 that turns my ECS machine
into an AGA compatible system, I'm THERE with the cash :) I already
own DCTV and HAM-E.. but would love to have a LOW-PRICED system
capable of RTG as well as AGA emulation on ECS machines.

Also, I noticed from the technical info below that it only allows
256 colors out of 262,144. I wonder why there are no HAM modes
(I guess HAM8 emulation is out?) and why there isn't a full 16 million
color palette?

Is it a prank? Or is it for real? Any more info on this board?
Any answers to my questions?
