Not necessarily, Michael:  I've just installed 3.1 (totally uneventful), 
and poked my nose into everything, including Pallette:  neat colorwheel, 
new controls.  Came back later to mess w/ the colors, and it wouldn't let 
me in;  popped up a requester that said I need colorwheel.gadget v39.

The installed gadget is v40.  Perhaps the gadget has a problem?
