There are some tar ports in the public domain, you could easily locate
them with archie.

Another solution will be the installation of VMS Posix, there is an 
tar command included. (Besides that VMS POSIX is a halfhearted, damned slow
Unix emulation). Installation of VMS POSIX will be at no cost for you,
as the licence is included with VMS, and the KIT is on the CONDIST.
