MS-DOS disks on Personal DECstation 5000/33

I recently compiled mtools-2.0.5 (programs to play with DOS disk for
workstations) on a DECstation 5000/33, but it doens't work.

For example, mformat seems to work, but a later mdir on the same disk returns:
disk_read: read: I/O error

mdir on a real DOS disk works, but doing any kind of writing fails.
for example mcopy ~/.plan a: says
Copying X.PLA
disk_flush: write: I/O error

Has anyone successfully compiled mtools on a Personal DECstation?

Are there any other programs to read/write MS-DOS disks on Personal DECstations?
