DS3100 dynamic linking?

I am trying to install a program on a DecStation 3100 that uses some dynamic
linking procedures (it's running Ultrix, not sure which version), and it
doesn't seem to work.  I asked the sysadmin whether it was possible to get
it to work.  He said 'No.'  There is no way at all to get dynamic linking
working?  Is DEC working on someway to rectify this?
