       A package called TP-Net for VMS exists (or will RSN) that may
       meet most of your needs.

       TP - aka Telepathy - was originally a PC Off Line Reader
       for CIX - a European service similar to BIX. There's now a
       version for CIX, BIX and CI$, that also provides the
       ability to run conferences/forums etc. within your network.

       In otherwords it would give you the type of facilities 
       found on say BIX - public and/or private conferences, mail
       and binmail etc.
