''tsch'' for VMS?

Does anybody know of a CLI-shell for VMS that will act like ''tsch'' on
UNIX, i.e., file name completion, command completion, selective recall
buffering (type an 'r' and 'arrow-up' and only your latest commands
beginning with an 'r' will be displayed for you to select from) -- all
completions take place at the touch of 'tab'??

Is it at all possible to do these shells in VMS?
