I am not exactly sure what you mean by a USENET server or client. 
If you mean a UUCP implementation, then the DECUS UUCP 
implementation is excellent (I'll put in a plug for the DECUS 
UUCP team, they have done an excellent job!) 
 
While the package does include sources, there should be no need 
to recompile anything. Everything that you should have to modify 
is accesible via ASCII parameter files.
 
The package is available on CDROM and tape (from DECUS) and from 
several archive sites on the Internet.
