Digital VAX Sim Plus?

With our third party RAID activity in the Digital installed base, we get
asked by users about Digital VAX Sim Plus. Could anyone explain how this
works, including pros and cons? Is it open or proprietary? Is it
anything worthwhile? Assuming it is probably worthwhile, is it important
or not so important? How does it work vis a vis third party maintenance
companies? Is it available for third-party peripherals?
