I presume you mean the SHIFTed function keys. 

On our system, I have set up a scheme whereby each user can create an ASCII
file - bearing the same name as the specific 'username' -
defining the personalized function keys he wants on his terminal. 
Each key is defined in a standard format.

At login, a program runs automatically that reads in the user's file, 
breaks up the key definition letter by letter, and loads it into the terminal.

Anyone familiar with the EDT editor can call up their file at will, make
changes, add new function keys, etc., as required, and the revisions are
automatically loaded at the next login.

By the way: I have noticed that on our Visual terminals, the buffer is
large enough to accomodate a full range of CONTROL function keys, in addition
to the SHIFTed ones - thus giving us twice as many keys. This is not the case
on any other terminal of VT200 or above in use here (Digital, IIS, Zentec).

The program I wrote includes some site-specific code, so I don't want to 
insert it here. If anyone is interested, contact me and I will try to prepare
a trimmed-down version to send out.
