My wiring diagrams say you have the correct cable, except RTS on pin 8
should be connected to modem pin 4, and CTS on pin 22 should be connected
to pin 5.

This is interesting ... I had the exact same problem the first time I
hooked up a modem to a HP MDP port :-)

You are on a MDP port, right?

I did not check your modem setup as provided.
