Worldblazer and rts/cts flow control on hpux

Well I cannot seem to find this in an HP FAQ, so apologies if I have
missed something.
But basically the scenario is: I have a Telebit Worldblazer modem,
and HP9000/817 running HPUX 9.0, with a 16channel async Multiplexer
(full modem control part #J2094A).

The modem is currently installed, working well and
configured fine for both dialin and dialout but using XON/XOFF flow
control. I need to make this modem use RTS/CTS flow control and it will
possibly be used for UUCP use also. Currently I use simply kermit v.5
to dialout from the HP machine.

Here is my cable from HP Mux port to WorldBlazer rs-232:
HP Port Modem
RD	2	------	3
TD	3	------	2
DCD	4	------	8
DTR	6	------	20
GND	7	------	7
RTS	8	------	5
DSR	20	------	6
CTS	22	------	4

The port was created via SAM as a modem port, with the CCITT field
checked. And without the UUCP field unchecked for now.

$ ls -al /dev/*pe
crw-rw-rw- 1 root other 58 0x40010e Jan 14 10:44 /dev/cua1pe
crw-rw-rw- 1 root other 58 0x50010e Jan 14 14:02 /dev/cul1pe
crw--w--w- 1 root other 58 0x60010e Jan 14 10:44 /dev/ttyd1pe

and here is my current modem config:

/users/jae> kermit
C-Kermit 5A(189), 30 June 93, HP 9000 Series HP-UX
Type ? or HELP for help
C-Kermit>set lin /dev/cul1pe
C-Kermit>set spe 192
/dev/cul1pe, 19200 bps
C-Kermit>c
Connecting to /dev/cul1pe, speed 19200.
The escape character is Ctrl-\ (ASCII 28, FS)
Type the escape character followed by C to get back,
or followed by ? to see other options.

With all the background information behind us, the question boils down
to: for me to use RTS/CTS hardware flow control
I change the S58 register to 2 (ats58=2) but then
I can not communicate with the modem at all. No response from further
ate or atq commands!
I can exit out of kermit fine but further communication is impossible.
I am a bit suspicious about the &R register, but it appears (to me)
that otherwise my cable, modem config is all ok? Unless pins 6 and 20
on my cable are wrong...?

Can anyone provide some insight into this scenario and lead me toward
a solution path? forever indebted for whomever can help.
