I don't think there is anything for HP-UX 9.X. 

There is a "trace" utility that will work on some 10.X systems. I
think that one is in the Liverpool archive and its mirrors.

There is a "tusc" utility that will work on all 11.X systems. I don't
think it is in the Liverpool archive yet, but it is at
ftp://ftp.cup.hp.com/dist/networking/misc.
