I have a 14.4 internal Digicom ScoutPlus modem that will only connect
to my local InterNet server (running 28.8 USRobotics modems) at 9600,
while with the same software, it will connect to other modems at 14.4.
Neither DigiCom nor USRobotics have any suggestions why all I see is
CONNECT 9600 EC/v42bis instead of CONNECT 14400 EC/v42bis as I do with
the other services/modems.

Why might this be?

What's your Init-string? Have you set an s37 value?
