Intermittent failure - Floppy disk(s) fail (C0) Gigabyte GA-586ATE

I have an odd problem with my system based on a Gigabyte GA-586ATE
motherboard. Anytime that I open up the system & change a component or
even touch some of the internal cabling when I next power on I get the
error message:-

Floppy disk(s) fail (C0)

This is from an Award BIOS. I previously had a MR BIOS which generated
a similar error. It is not merely a floppy failure, neither of the COM
ports function either although the LPT port is still OK.

The only cure appears to leave it for anything up to several hours
when the problem disappears. I assumed that there was some conflict
with one of the other cards & have performed various tests removing
every card except the video card (Diamond Stealth 3200 S3-968 2Mb
VRAM) but still the problem persists. I have also tried changing the
CPU (P75, P200, Cyrix 6x86 P150+).

What could be causing this? Power supply problem? It's almost as
though I have to wait until some capacitor has leaked to earth.

Ideas anyone?
