Why ? There are some  people (the majority) who either don't mind it, or
can ignore it.
ISPs are not baby sitters. That's why apps such as net-nanny exist.

If you don't like it, do it yourself. OE will let you create rules to do
this (Tools|Message Rules|News). The same can be done with Agent (which
you appear to be using) by implementing filters. See here for details :
