I am using it (still has some problems). It has replaced "new shell." I don't know what Microsoft's policy on Win NT 4.0 is. But, I imagine that if they were doling out the "new shell" to everybody, that you could find somebody to get it to you. Note: Netscape Navigator _will not run_ under the "new shell."
