Hard Drive Data Recovery

A friend has a Seagate 40 MB IDE drive installed in an IBM PC clone. This
disk appears to have frozen its drive bearings. He of course does not have
current back ups of the information on the drive. Is there a company that
deals with recovering from a drive in a situation like this? Ideally the
company would be in the area of Toronto, Ont.

Please reply by e-mail. Thanks in advance for any information.
