Modem interference

Hello,
Before I begin, I want you to know that I'm only (cross) posting to
these newgroups because I didn't get a response when I posted to a more
appropriate group and now I'm desparate. (If it sounds strange, that's
because I copied and pasted a bunch of article s together).
Recently, when I use my modem, I get garbage characters. It's gotton
to the point where I had to hang up because I couldn't do anything. It's
happpened before, but only when someone uses the doorbell. When I logged
on to my server (about 30 min. ago), it happened, but, strangely, it
stopped a few minutes ago. Does anyone know what may cause this (besides
doorbells)? I've had the same problem with BBSs, so I don't think it's
just this one server. My computer doesn't send anything unusual (if I
refresh the screen it looks normal), it only receives characeters
(like a#we2^%&sd)
I couldn't access any BBSs without having to hang up after a few
minutes. Please help me or forward this to anyone that could help me or
if you know a better newgroup to post this to, please tell me. It seems
that as I log on to my server, it seems normal but after a few minutes the
above starts happening. Then it either gets so worse I have to hang up or
it stops completely. It doesn't happen as often when I use the
communications program SimpTerm v0.8.0 as Procomm Plus for Windows 2.0.
When I wrote the above, my modem was screwing up majorly, but now it seems
okay, so I'll write more. My modem is a GVC 14.4 and I'm using Windows 3.1
on a 486DX4-100 with 16 MB RAM. When I pick up a telephone, I can hear
static. When another phone rings (I have two lines), the problem gets
bad. I checked everwhere for the source of the problem but I didn't get
or change anything over the past week, so I don't think it's that. Will a
better modem do any good? The weather is good out and it's not raining or
anything. If anyone could help me or tell me what to do or what not to do
or whatever, please e-mail me or post here or do both. Once again, thanx.
