Locking up During shutdown...Please help

I have a problem with shutting down pc, Win95 is the os. The problem is
that when I try to shut down, it locks up at the "Windows 95 is preparing
to shut down" picture before it tells you that it is safe to shut down
window. Is there a way to fix this????
