Zeos I/O Card Strange Behavior

Like I described the problem before, my mouse used to work fine using
the lmouse.com driver wiich is the logitech windows 3.1 driver. One day
when I turned my computer on the mouse would not work because the driver could
not find the mouse; I was getting an error message "Mouse Not Responding"
and therefore the driver could not load. I tried different mouse drivers and
they did not work either. So I though that it could be the I/O card that has
the serial ports. But I loaded one driver ( Microsoft mouse driver version 8.2
for windows ) and that driver was able to load and work with DOS but not able
to work with Windows.

Finally, I changed my modem to COM1 instead of COM2 and added a new
serial card, without removing the old serial card, set the mouse at COM2,
connected the mouse to the new serial card and now both mouse and modem are
working fine. In other words, the modem can work with both COM1 and COM2. The
mouse however, connected to the *old I/O card*, could not work with any of the
COM ports.

I have tried also, the following

Modem at COM1
Mouse connected to Old Serial Card at COM2.
New Serial Card removed.

The result was that :
Modem works but mouse does not.

All the above observations suggest that the old serial card is bad.
However, if the serial card is bad why was the mouse able to work with the
old serial card and one mouse driver? How come the modem is working with
both COM1 and COM2? Isn't the modem using the COM ports of the old serial card?
So is there a problem with the connectors of the old serial card?

I would appreciate any answers or comments to the above questions.
