CD-ROM/Novell/Dial-in-out

I need some help on networking options over Netware... any help would be
appreciated.

What we have:
20-station Netware 3.11 network over ARCnet
Free Netware 4.0 upgrade ("coming soon...")
  2 duplexed SCSI drives (~500meg)
SCSI hosts: (1) Novell DCB, (1) Columbia Data Products FAAST-????
386-sx station acting as dedicated dial-in over Carbon Copy 6.0
USR v.32bis/v.42bis Dual Standard modem on that machine
1 CD-ROM drive (generic brand, I believe) - not really doing anything
1 Texel CD-ROM host card for CD-ROM drive - not really doing anything

What we want:
Ability to share several (6?) CD-ROMs over the network
  Complete dial-in and dial-out capabilities
Dial-in should be Carbon Copy-like, i.e., only screens and keystrokes
over the line... we have some remotes at 2400 baud.
To do all this whithout shelling out several millions of dollars :-)

I'd like some suggestions on how to tackle this. Can I do dial-out and
dial-in on one machine? Can we combine the dial-in/out and a CD-ROM
server reliably? This is a legal office so the CD-ROMS will mostly be
database-like (case law stuff, tax law stuff, etc, for querying). We also
have a legal library room, and we'd like to put another network statin in
there for really only accessing the CD-ROMs, and perhaps dial-out. Can we
combine a library workstation and a CD-ROM server? How about vendors?
I've heard pretty good stuff about several different CD-ROM network host
adapters... any suggestions on who to go with?

Much thanks to any help!
-Rick
