Soundblaster 16 PCI problems

I am trying to set up a Soundblaster 16 PCI in my Windows ME machine. Windows detects the sound
card with no problem and CLAIMS to be setting up drivers for it. But no software recognizes that
there is a sound card installed, including the Windows control panel multimedia settings programs or
the Creative Labs software that came with the card. However, when I play a DVD or an MPG file on my
Creative Labs PC-DVD Encore Dxr2 decoder, the sound passed through into the sound card directly from
the decoder card DOES play from the line out on the SoundBlaster 16 PCI. Every time I delete the SB
from my hardware settings, the card is re-recognized, but programs still do not recognize it. Any
tips?
