The best art/animation program?

I'm looking for a good art program for my pc (486/VGA), and I would
welcome your suggestions.

I used to own an Atari ST, and I had a great program for that machine
called CYBER-PAINT: it had all the usual art tools, could import/export
many different file formats, and also had animation capabilities
(tweening, etc.). Is there a program like this for the pc --
reasonably priced, that is? (I've seen the $300-$400 art packages:
nice, but....)

Thanks.
