AppleEvent external command for Wingz/Resolve?

Does anybody know of an external command (public domain and preferably with
source code) to send AppleEvents from Claris Resolve or Informix Wingz (they
use (almost) the same external command mechanism)?

If not, anybody have any useful suggestions on how to write one? I'm familiar
with externals for these applications, but am not sure what comes into play if
I need to manage AppleEvents.
