Frame is supposed to be working on bibliography support, but it will not be in the intial 3.0 release and I have no idea how good the support will be once they do add it. In the mean time, you need to use a biblio making program such as EndNote. Although EndNote does not directly support Frame files, you can get it to work with FrameMaker.
