Well, depending on your requirements for shapes, there are a couple of
options:

Richard Friend's excellent DFDEditor program does dataflow diagrams. It may
not provide you with enough shape options, though. It is available at
sumex-aim.stanford.edu as "/app/dfd-editor-11.hqx".

Another choice would be DesignerDraw, which is also available at sumex, as
"/app/designer-draw.hqx". It has more shapes and things, but I've seen
reports that it doesn't work on some systems.

Of course, other options would be commercial programs like Top-Down or
FlowChart Express, both from Kaetron. If you do a lot of hierarchical
charts (I do), Org Plus, from Banner Blue, can be used for all kinds of
hierarchical charts, not just organization charts.
